Russia wants to speed up the construction of roads in the regions

Russia wants to speed up the construction of highways, bridges, boiler houses and other important facilities for the region. To do this, the first deputy chairman of the Federation Council Committee on Constitutional Legislation and State Construction, Artyom Sheikin, proposed amendments to the law on public procurement, which would expand the possibility of concluding contracts between customers and a single supplier. This was reported by the Parliamentary Newspaper.

According to Sheikin, the problem is that if there is no competition at the auction or there is only one bidder, purchases are considered to have failed. As a result, there is a delay in the commissioning of facilities and an increase in costs.

"The current strict restrictions on the use of purchases from a single supplier lead to an unreasonable increase in the implementation time, narrow the range of potential performers, increase the risks of disrupting the commissioning of facilities and reduce the effectiveness of budget expenditures," the senator said.

He proposed to introduce a special basis for concluding contracts with a single supplier if a number of conditions are met, including the existence of a FAS conclusion on the absence of competition in the market, the availability of a comprehensive economic and technical justification and the use of a mechanism only for contracts with a maximum price above the threshold set by the Government.
