

The Federal Customs Service of Russia is introducing a new technology for dispatching declarations for goods
Valery Pikalev, Head of the Federal Customs Service of Russia, held a working meeting with the management of the electronic declaration centers (EED), where the key issue was the introduction of a new technology for dispatching declarations for goods.
In the context of the changed foreign policy situation and supply logistics, the load on the CED is unevenly distributed. For example, an official at the North Caucasus Customs Post processes about 8 declarations per day, while at the Excise, Central and Southern posts this figure reaches 19-20. In order to optimize the time required for customs clearance, minimize the impact of internal and external factors, and eliminate corruption risks, the FCS has developed a system solution for evenly distributing the workload among officials of the CED.
The new technology involves switching to using a single registration code for all submitted electronic declarations. The implementation will be carried out in two stages:
The first stage provides for the introduction of additional criteria in the mechanism of inter-post dispatching. This will allow the load to be evenly distributed between the data centers, minimize the impact of time zone discrepancies, and reduce the load on information systems. The discussion of the relevant order of the Ministry of Finance has been completed, and its entry into force is scheduled before the end of 2025 after the software is finalized.
The second stage involves the assignment of a single registration code, regardless of the place of actual registration of the declaration. Registration of declarations will be carried out at the central level with subsequent distribution to the CED. The competence of the CED will be unified, which will increase work efficiency.
At the meeting, Valery Pikalev listened to the opinions of the heads of the CED regarding the introduction of new technology and stressed the importance of feedback from inspectors who are directly involved in the preparation of declarations.
Following the meeting, it was instructed:

regularly organize such meetings with the participation of CED inspectors;

to provide training for customs officials, including the involvement of specialists from the Russian Customs Academy (RTA), to master the new technology.
