

The issue of granting regions the right to charge for the passage of trucks will be considered on behalf of the President of the Russian Federation.
Russian President Vladimir Putin gave a number of instructions following the meeting of the Presidium of the State Council "On the development of infrastructure for life", which took place on April 15. The list of instructions is published on the Kremlin's website.
Thus, the Government of the Russian Federation, together with the commissions of the State Council of the Russian Federation in the areas of "Infrastructure for Life" and "Efficient Transport System", was instructed to consider granting subjects of the Russian Federation the right to charge fees for damage to roads of regional, inter-municipal and local significance with vehicles weighing more than 12 tons. The report on this assignment must be submitted by September 15, 2025.
Among the instructions, several more relate to the road sector. The Cabinet of Ministers has been instructed to submit proposals by July 15 regarding the financing of infrastructure projects through reinvestment: funds issued in the form of loans from the National Welfare Fund for the construction, reconstruction and modernization of municipal and road facilities, renovation of public transport, as well as funds released as a result of repayment of loans provided by the specialized society for project financing using infrastructure bonds and subsidized by the federal budget, having provided the necessary financing at the expense of the state treasury.
In addition, the Government, together with the State Duma, must amend the legislation of the Russian Federation by July 15 to determine the composition of the elements of the road network, the ratio of the road network to highways, including requirements for them.
Also, the Cabinet of Ministers, together with the State Council Commission on Infrastructure for Life, needs to submit proposals by mid-July to revise the standards of urban planning design in terms of accessibility of social facilities, providing for the possibility of granting subjects of the Russian Federation the right to establish the features of pedestrian and transport accessibility of such facilities.
By November 1, 2025, the Russian Government, together with the Ministry of Internal Affairs and the Bank of Russia, the commissions of the State Council on Infrastructure for Life, Efficient Transport System and regional authorities, must take measures to improve the administration of offenses provided for in Article 12.37 of the Administrative Code of the Russian Federation, ensuring the use of special equipment operating in automatic mode, having the functions of and filming, video recordings.
It is recommended that the executive authorities of the country's constituent entities, when forming road activity programs, take into account the need for priority development of the road network and highways to ensure transport accessibility of facilities provided for by housing construction projects, take additional measures to bring local roads and the street network in supporting settlements to a standard state, and also consider the formation (in agreement with the Government of the Russian Federation) of the bus fleet renewal program.
It should be recalled that at a meeting of the Presidium of the State Council on April 15, it was noted that granting Russian regions the right to impose tolls for trucks weighing more than 12 tons on regional and local roads is considered as one of the possibilities for an additional source of financing for the road network and infrastructure of supporting settlements. Let's add that since 2015, Russia has been operating a toll collection system for federal highways "Platon", which applies to trucks weighing more than 12 tons.
