

The Ministry of Finance proposes to mitigate penalties for errors in customs declarations
The Ministry of Finance has prepared a bill that will reduce fines and simplify liability for incorrect declaration of goods and cash for both individuals and companies. This became known on June 10 from a message from Vedomosti.
The planned amendments to the Code of Administrative Offences include several important innovations. For citizens, it is proposed to replace fines with warnings for non-declaration of cash over 10 thousand dollars. In addition, fines for exceeding the norms for the import of alcohol and tobacco will be fixed and range from 5 to 20 thousand rubles. Payment of fines by third parties will become possible, which is especially important for foreign citizens — they make up a significant part of outstanding debts.
Business benefits are also provided: companies engaged in foreign economic activity will be able to avoid fines for errors in product codes if the amount of undervalued customs payments does not exceed 5 euros, as well as for self-correction of the declaration before the release of goods. At the same time, a fixed fine of up to 50,000 rubles will be imposed for incorrect declaration of duty-free goods.
Earlier, in April, President Vladimir Putin signed a law on ratification of the agreement simplifying and unifying the rules for determining the origin of goods within the framework of the Eurasian Economic Union. This will make customs procedures more transparent and uniform for all EAEU countries.
