The Ministry of Transport and automakers are preparing a bill on unmanned vehicles — the document will be submitted by the end of 2025.

One of the key elements of the project will be the creation of a monitoring center based on GLONASS JSC. According to the plans, this center will receive the authority to remotely monitor and suspend the operation of drones in the event of an attempt to tamper with the control system.

Based on the accumulated experience, the agency has begun to develop a regulatory framework that will allow the introduction of unmanned technologies into civilian circulation on an ongoing basis. The draft law will establish the classification of autonomous vehicles by automation levels, as well as define the responsibilities and rights of manufacturers, including requirements for ensuring operational safety.

To date, self-driving cars in Russia are already being tested under experimental legal regimes (EPR) operating on certain sections of the M-11 highway and the Central Ring Road (CKAD). According to the Ministry, 67 unmanned vehicles are currently operating in these zones, with a total mileage exceeding 9 million km.

"The Ministry of Transport, together with manufacturers of such vehicles and interested government agencies, will submit a draft federal law on unmanned vehicles by the end of the year," the Ministry of Transport said in an official statement.

The Ministry of Transport of the Russian Federation, together with domestic manufacturers of self-driving cars, is working on the preparation of a draft federal law regulating the use of autonomous vehicles. According to the press service of the ministry, it is planned to submit the document by the end of 2025.
