

The President signed a law on strengthening control over the transportation of goods
Russian President Vladimir Putin has signed a law on strengthening control over the transportation of goods, including the introduction of mandatory electronic forwarding documents and the entry of transportation data into the state information system.
According to the amendments, forwarding documents are generated electronically, but in some cases, determined by the authorized authorities, they can be issued on paper.
As of March 1, 2026, a person engaged in freight forwarding activities is required to submit a notification to the federal body authorized to maintain the relevant register within 60 days. The government will appoint the authority that will deal with this, as well as determine the procedure for forming and maintaining the register.
The registry will be maintained on the national digital transport and logistics platform Goslog, operated by the Russian Ministry of Transport. It contains a list of information about the forwarder posted in the register, and defines the duties of the forwarder.
In addition, the law prohibits the transfer of information containing personal data of customers outside the territory of the Russian Federation, except in the case of the transfer of personal data of customers who are a party to the contract for the provision of services for the organization of international cargo transportation, if such transfer is permitted by international treaties of the Russian Federation and laws on personal data. The basic provisions of the law will enter into force on September 1, 2025, the provisions on the register of notifications - from March 1, 2026, the rules on mandatory electronic form - from September 1, 2026.
