The Yaroslavl experience will become the basis for the modernization of the weight and size control system in the Tula region

The Tula delegation visited the Yaroslavl region to study best practices in the development of transport infrastructure and the introduction of modern technologies in the field of traffic. The guests were particularly interested in the weight and size control system, which is being developed in the region on behalf of Governor Mikhail Evraev.

"18 automatic weight and size control points have already been installed in the Yaroslavl Region, some of them are still operating in test mode," said Roman Dushko, Minister of Road Management and Transport of the region. – They measure the parameters of the car without stopping it. Last year, according to the results of the work of the existing posts, more than 4 thousand resolutions were issued on violations of the rules for the transportation of heavy goods, 489 million rubles were received by the regional budget. Work on the development of the network will continue this year. In particular, it is planned to install weight and size control points on the M8 and R132 motorways.

In 2024, more than 974 thousand violations of traffic rules were recorded by photo-video recording systems, as a result, 386.8 million rubles were recovered. The amount of fines paid in January-February of this year has already exceeded 50 million rubles.

"There are currently 120 stationary and 13 mobile complexes for automatic recording of traffic violations in the Russian Federation, and in 2025 we plan to install and commission the complexes in another thousand locations," explained Kirill Kryukov, director of the State Research and Development Institution YAO TsODD. – To date, as part of active contracts, 174 additional sites have been equipped with complexes, including emergency-prone road sections. There are 13 installation teams working daily.

The new complexes will be put into operation after joint acceptance measures with the traffic police and confirmation of their full operability.

"The Governor of the Tula Region, Dmitry Milyaev, instructed us to adopt the Yaroslavl experience in improving the efficiency of posts using a network of video cameras that can identify violators even if license plates are hidden," said Svetlana Voskresenskaya, Deputy Minister and Director of the Department of Transport of the Ministry of Transport and Road Management of the Tula Region.

Attention was also paid to the work on optimizing traffic flows using an intelligent transport system, which began to be implemented in the Yaroslavl Region in 2023 as part of the national project "Safe, high-quality Roads", implemented on behalf of Russian President Vladimir Putin. More than 160 traffic light facilities within the boundaries of the Yaroslavl urban agglomeration have already been connected to it, 50 of them are equipped with remote control controllers and transport detectors, which allows them to coordinate their operation. For example, at the Tolga Monastery during Orthodox holidays, the traffic light automatically switches operating modes depending on the priority of a particular direction, ensuring unhindered passage. The same system works on Moskovsky Prospekt during hockey matches at Arena 2000.

In 2025, it is planned to retrofit all traffic light facilities of the agglomeration with controllers and detectors, as well as launch a situation center that will operate around the clock.
