

The draft law on increasing VAT and abolishing PSN in cargo transportation was adopted in the first reading
On October 22, the State Duma adopted in the first reading a bill introducing a comprehensive package of amendments to the Tax Code.
According to the provisions of the draft law, the VAT rate will increase from 20% to 22% starting in 2026. The maximum amount of income at which taxpayers using the simplified taxation system (STS) become VAT payers will be reduced from 60 to 10 million rubles.
The changes will also affect the patent taxation system (PSN). The provision of motor transport services for the transportation of goods by road and trading activities in stationary retail facilities are excluded from the list of types of business activities for which the PSN is applied.
In addition, the amendments introduce other changes to the Tax Code concerning individuals, IT companies, the tourism sector, as well as the powers of tax authorities regarding business inspections.
The financial and economic justification of the bill states that its adoption will provide additional federal budget revenues in the amount of about 1.538 trillion rubles in 2026, 2.371 trillion rubles in 2027 and 2.75 trillion rubles in 2028. Amendments to the current version of the document will be accepted until November 10.
