

Trucks from the EAEU will not be allowed to pass without a QR code from July 1, 2026
Starting from July 1, 2026, Russia will ban the import of goods by road from the EAEU countries without prior digital confirmation. The absence of a completed document on the upcoming delivery and an assigned QR code will be the basis for not allowing the truck to enter the territory of the Russian Federation. The new rules are being introduced as part of the launch of the pre-supply control system and will change the working order of importers and carriers.
At the moment, the main control over indirect taxes was carried out after the actual importation — during desk or on-site inspections. Starting from April 1, the focus will shift to the preliminary stage. The importer or intermediary, who then submits a declaration on indirect taxes, is obliged to notify the state in advance of the planned delivery. For this purpose, a special document on the upcoming delivery is drawn up, which is sent no later than two days before the transport enters Russia.
The document is generated separately for each transportation. It discloses information about the parties to the transaction, the legal basis for the delivery, the characteristics of the goods, the availability of permits, the vehicle and the planned date of crossing the border. The amount of the security payment or the grounds for exemption from it are also indicated.
After registration, the delivery is assigned a unique QR code. It becomes a digital confirmation that the cargo has been pre-registered. When imported by road, customs officers have the right to conduct a spot check and request to present this code. In fact, the QR code becomes a mandatory element of the product's entry into the country.
The status of the document is of particular importance. If the check indicates "Secured", there are no obstacles to entry. Any other mark means the risk of transport delays until violations are eliminated. In such a situation, the carrier will have to contact the customer and ensure that the document is processed correctly.
The mechanism will be launched in two stages. From April 1, 2026, a pilot period will begin, during which the security payment will not be temporarily charged, and the regulatory authorities will limit themselves to recording the absence of notification. However, starting from July 1, 2026, financial support will become a prerequisite. If the document with the valid QR code has not been issued by this time, the car with the goods will not be allowed to enter Russia.
In fact, the state is building a system of pre-filtration of supplies within the EAEU. For businesses, this means the need to restructure internal procedures and synchronize the work of accounting, logistics, and contractors. Errors in digital registration can now turn into not just tax disputes, but cargo stops at the border and direct financial losses.
