The issue of stabilizing the situation on the freight transportation market is under the control of the Ministry of Transport of Russia.
Freight transportation, like other sectors of the economy, faced a sharp increase in operating costs, the consequences of an increase in the key rate, which increased leasing payments. In addition, costs are rising due to the rising cost of the means of production.
Today, the market of motor transport services is characterized by a high level of competition among its participants, about 60% of cargo vehicles belong to individuals. The increase in competition in the domestic market is also caused by the reorientation of road transport logistics from the European direction in connection with the sanctions.
To counteract the sanctions pressure and protect the Russian transport services market, the Government has introduced a mechanism involving the transshipment of goods/the transfer of semi-trailers to vehicles of Russian carriers. At the same time, the range of goods subject to such reloading has been significantly expanded.
This mechanism allowed not only to maintain demand for the services of Russian road carriers, but also to curb the growth of tariffs for the transportation of foreign trade products.
At the same time, in the three months of 2025, transportation tariffs decreased by 11%, which indicates that there is no shortage of carrying capacity.
The Ministry of Transport of Russia monitors the state of the industry in cooperation with relevant associations, as well as separate monitoring of backbone organizations of motor transport.
By the end of 2024, the volume of cargo transported by road, according to Rosstat, amounted to more than 7 billion tons, which is 8.3% more than the volume of 2023, and there was no reduction in transportation work by the end of the year.
Freight transportation tariffs increased by 7.1% in 12 months (January 2025 to January 2024).
Currently, there is a request from business regarding the regulation of the admission of carriers to the market due to unfair competition from some market participants, the need to create equal business conditions, and the reduction of "gray" carriers. The draft of the relevant federal law has already been adopted by the State Duma in the first reading, and it is being prepared for the second reading.
The introduction of such a mechanism will help to stabilize tariffs, create opportunities for fair competition, ensure transparency of transportation, and eliminate the chain of intermediaries in the transportation of goods.
As an effective support measure, carriers have the right to use the mechanism of deferral (installment payment) of mandatory tax payments provided for in Article 64 of the Tax Code. There have already been cases of such applications.
Carriers have the opportunity to purchase domestic equipment within the framework of the state program "Development of industry and increasing its competitiveness" to compensate for income losses when providing the lessee with a discount on the payment of an advance payment under leasing agreements. For these purposes, the federal budget provides 27 billion rubles annually in the period from 2025 to 2027.
The Ministry of Transport, together with the Ministry of Industry and Trade, launched a mechanism for paying a reduced recycling rate for the import of tractors of ecological class 5, 6 (in the case of using the tractor in international transportation), this year the import quota is 2000 units.
Carriers also declare the need to increase the daily allowance for drivers. This issue is being worked out with the Russian Ministry of Finance, and such an increase has already occurred for international flights (from 2,500 to 3,500 rubles).
The Ministry of Transport regularly interacts with industry associations and businesses. Following meetings with trucking companies, including the Avtogruzex Association, a number of non-financial measures aimed at supporting the industry have been developed.
The Russian Ministry of Transport has sent proposals to the relevant federal government bodies on the elaboration of additional measures aimed at supporting road carriers.
The Agency uses all available mechanisms of interaction with the business community to monitor the transport services market and develop possible support measures.
